SCOPE OF RESPONSIBILITIES

The Quality Assurance (QA) and Health, Safety, Environmental (HSE) Manager is responsible for all quality related activities within the organization including internal audits and continued ISO 9001:2008 compliance. HSE responsibilities include maintaining, executing and developing the company’s HSE systems, maintaining plant safety operations, managing and directing safety functions of the company’s operating facilities including risk assessment and continuity of operations programs to meet regulatory and insurance requirements as well as those required by external customers.

QA DUTIES AND ESSENTIAL RESPONSIBILITIES

  • Direct the quality related activities required for design and manufacture of marine propulsion equipment in accordance with the company’s ISO 9001:2008 Quality Assurance System (QAS).
  • Develop, establish and implement quality policies and procedures, inspection plans, quality performance trends and continuous improvement initiatives and complete inspection forms to assure quality requirements are met.
  • Review inspection data, address non-conforming materials issues and consistent follow up with vendors and engineering to evaluate root cause of non conformity.
  • Follow up with suppliers for non-conforming materials and completion of corrective action plans.
  • Evaluate vendor’s quality systems overseeing site audits and manufacturing process capabilities.
  • Participate in design control activities with engineering to identify quality related issues during the design phases of product development and modification.
  • Manage corrective/preventive action system and track corrective action activities from all sources.
  • Direct internal audit activities and scheduled completions.
  • Participate in third party audits/assessments, recommend and manage external audits.
  • Interface and coordinate with customers, marine classification societies, and project management to address/resolve quality issues and concerns relative to non-conformance and corrective actions.
  • Read and interpret manufacturing drawings, shop routers, manufacturing specifications, and quality control documents.
  • Create, organize and maintain QA documentation.
  • Assist operations in the interpretation of manufacturing requirements.
  • Perform quality techniques to track, analyze and report on materials, processes and products to ensure they meet the company’s quality standards.
  • Maintain a safe work environment in accordance with company HSE standards and procedures.
  • Interact and support a broad spectrum of personnel internal and external to the company.  Work effectively and efficiently in both team-based and independent working environments to reduce costs and add value to the organization.

HSE DUTIES AND ESSENTIAL RESPONSIBILITIES

  • Oversee, develop, implement, administer, and maintain the company’s Environmental Management System (EMS) based on the integration and adaption of recognized environmental management systems criteria, including ISO-14001, as far as practicable to company operations.
  • Oversee, develop, implement, administer, and maintain the company’s Safety Management System (SMS) based on the integration and adaption of recognized safety management systems criteria, including OHSAS-18001, as far as practicable to company operations.
  • Manage the company’s emergency preparedness program activities including the Continuity of Operations (COOP) plan.
  • Interact and consult with senior management, departmental managers, and other company employees to provide guidance, direction, and advice on appropriate HSE management system requirements.
  • Develop tools and resources to assist management and employees to conform to HSE management system standards, HSE regulations and company policies.
  • Develop and implement, with the approval of the Chief Financial Officer, plans, policies, procedures and training programs that ensure compliance with OSHA, EPA, TCEQ, and other regulatory agencies.
  • Initiate, oversee or develop training programs, policies, workplace procedures and guidelines related to HSE management systems issues.
  • Develop assessment mechanisms for regular reports on HSE management systems issues for management, employees, and customers.  Research and write reports and recommendations for enhancements or changes to existing company policies, procedures, or workplace instructions.  Conduct HSE audits, inspections, and assurance programs.
  • Develop practical solutions to resolve company HSE non-conformance issues and recommend courses of action.
  • Train management and employees in all HSE requirements.
  • Ensure quality control in accordance with the company ISO-9001:2015 Quality Assurance Plan.
  • Maintain a safe work environment in accordance with company HSE standards and procedures.
  • Interact and support a broad spectrum of personnel internal and external to the company.  Work effectively and efficiently in both team-based and independent working environments to reduce costs and add value to the organization.
  • Perform any other duties as specified in job description or assigned by General Manager.

TRAVEL PERCENTAGE AND DURATION

  • Light (less than 10 percent and less than three days).

MINIMUM QUALIFICATIONS

  • Bachelor’s degree from an accredited college or university; Bachelor’s degree (B.S. or B.A.) in Occupational Health and Safety, Industrial Management, Technical Management, or Industrial Engineering or related science or technical field from an accredited four-year college or university, or 6 to 10 years related experience; or equivalent combination of education and experience
  • OSHA 511 Occupational Safety and Health Standards for General Industry course
  • Five (5) years’ experience as a QA/QC inspector in a metal fabrication or rotating equipment manufacturing environment performing mechanical, dimensional and visual inspections, and Five (5) years’ experience in environmental, safety and health management to include ISO-18001 and ISO-14001 training
  • ASQ Manager of Quality/Organizational Excellence (CMQ/OE) Certification
  • Excellent knowledge of ISO 9001:2008 certification requirements including ASQ Lead Auditor certification
  • Excellent knowledge of Geometric Dimensioning and Tolerancing (GD&T) and understanding of basic statistical process control (SPC)
  • Excellent knowledge of welding procedures and welding defects
  • NDE/NDT certification one or more technologies including magnetic particle inspection (MPI), eddy current testing (ECT), liquid penetrant inspection (LPI), ultrasonic testing (UT), and/or radiographic testing (RT)
  • Excellent verbal and written communication skills and the aptitude to write and update standard operating procedures (SOP) and Workplace Instructions (WPI)
  • Advanced knowledge of Microsoft Office applications software.

ADDITIONAL QUALIFICATIONS PREFERRED

  • Experience in compliance with ABS, DNV, LRS, BV, GL, CCS or other marine classification society rules
  • Master of Science in Occupational Health and Safety, Industrial Management, Technical Management, or Industrial Engineering or related science or technical field
  • Experience in OSHA-18001 Occupational and Health Safety Management System and/or API 9100 Environmental, Health, and Safety Management System (EHSMS)
  • Five (5) years’ experience in environmental, safety, and health management in the offshore marine, heavy manufacturing or aerospace industries.
